Surf for upgrades
Tera is one of my top 5 traffic exchanges. It is part of the Logiscape network (along with TS25 and Traffic Pods). Its aim is to be a complete marketing resource, and it succeeds quite well on that front.
Initially, you join as an unteamed free member, and can surf to earn time credits. One time credit is worth one second of your site being shown. (Sites are shown for 10 - 15 seconds, and you can click to move on at any time between the two.) You don't earn many time credits as a free member, but you can save them up to convert to Logibucks (Logiscape's currency) and use the Logibucks to pay for an upgrade. Or you can just upgrade via PayPal, which is what I did within a few days of joining.
You can also find bonus time credits and clocks while you are surfing. Once you have enough clocks, your account will be credited with some tokens, and once you have enough tokens you can go to the marketplace and spend them. Tokens can buy you an increased surf ratio, extra bonus credits, or simply time credit packages. You can also earn extra tokens by ranking in the top 500 based on PV for the week. (PV is earned by surfing, showing your referral page and having active referrals.)
You also have the option to become a VIP member (whether you upgrade or not), which gives bonuses such as free credits on login, extra items in the marketplace, and the option to move on after 7 seconds and hopefully collect more bonuses and clocks.
Once you've got to grips with all that (or preferably before because there are a lot of benefits), you can join a team. You'll probably start to get team invites as soon as you start surfing, but be choosy about which team you join. More active, higher ranked teams are the best because they'll get you the most extra time credits each week, and there's more chance of winning clock races. But you'll need to be prepared to do your bit in contributing to team PV. Most teams aren't too keen on freeloaders.
It's a good idea to fill in your profile (you can market your programs here), and you can also keep a blog if you want to. Keep in touch with your team mates through team chat, join any discussion groups that interest you, and use the message system to network with other members.
If you want to get even more involved, try starting your own team or group. Or you can create splash pages and add them to the splash page network, promote other members' splash pages to earn credits, or become a splash page publisher.
While you're doing all this, don't forget to surf!
If I have any criticism of Tera, it's that their promotional tools aren't that great. The splash pages don't convert that well (but you'll see a lot of people promoting them because they earn PV for it), so you'll need to create your own. You could try using the splash page creator for this!
